Emerging solutions: Quebec's Clair Commission Report and Health Care Reform

The Quebec health care system is seen by many as a distinctive example of the positive role of the state in social affairs and the success of an integrated design of health and social services. The Clair Commission Report identifies problems and solutions with reference to four main areas of change: the organization of health care services, the development of human resources, the accountability of governments to their citizens, and the public financing of health and social services.
